Katy Independent School District will bar students below seventh grade from using generative AI chatbots on school devices when its new AI framework takes effect in the 2026-27 school year. High schoolers, meanwhile, will gain teacher-authorized access—but only with clear disclosure and under tight guardrails. The plan, unveiled at a July 20 board work study meeting, represents one of the most detailed grade-level AI rollouts yet in a U.S. public school system.

No Chatbots for Young Learners: The Tiered Access Model

The framework creates a clear age-graded pathway. In kindergarten through sixth grade, students may only use district-approved AI-enabled learning platforms—and only under direct teacher guidance. Tools like Amira Learning and Writable pass muster, but open-ended generative chatbots are off limits. That means no Microsoft Copilot, Google Gemini, or any similar service on school devices or networks for elementary students.

Seventh grade is a transition point. Students can use approved AI tools while supervised, but they still cannot access general-purpose generative AI products. This middle year is designed to teach practical AI habits—verification, bias recognition, privacy—before broader permissions kick in.

By eighth grade through high school, the policy shifts. Students may use generative AI for specified educational purposes with a teacher’s authorization, and they must cite AI use when appropriate. Teacher authorization is the linchpin: educators decide when AI supports a lesson and when it undermines learning objectives.

The district’s stance is unambiguous: “AI is a tool, not a teacher.” Educators remain responsible for designing instruction, assessing students, and making professional decisions. No chatbot, no matter how fluent, will substitute for human judgment.

For Families and Students: Clarity and Limits

For parents, the framework offers a clear picture of what their children will encounter. Young students won’t be handed a chatbot; older students will learn to use AI with supervision. At home, the rules apply to school-issued devices and networks, but the district acknowledges AI is everywhere—on phones, in apps, across the web. That’s why AI literacy is woven into the curriculum: students need to recognize AI, question its output, protect their data, and understand its limitations.

For students, the message is equally direct. In elementary years, AI is a teacher-opened tool, not a student-googled shortcut. In middle and high school, using AI without authorization or failing to cite it could mean academic consequences. The framework prevents a scenario where a student asks a chatbot to write an essay or solve a math problem, then submits it as original work. Instead, it pushes students to use AI for brainstorming, analyzing, revising, or testing claims—always with transparency.

One practical note: the district hasn’t yet defined “appropriate” citation. A future update will need to spell out how students should disclose AI assistance—whether for grammar suggestions, outline generation, or full drafts. Until then, families should expect that disclosure is mandatory for any AI-generated content.

For Teachers: New Responsibilities, Not Replacements

Teachers gain a central role, but with new responsibilities. Starting this summer break, the district will launch an AI literacy course for all staff. That’s a first step, not a final one. Teachers will need ongoing support to judge when AI is a pedagogical fit and when it shortcuts genuine learning.

The hardest part will be defining acceptable use for each assignment. A teacher might permit AI for brainstorming research terms in a history project but forbid it for a personal reflection essay. Without clear categories, confusion reigns. Katy ISD would do well to adopt a simple rubric: no AI, AI for limited support with disclosure, AI as a target of analysis (e.g., fact-checking its output), and AI for collaborative creation where the process is part of the grade. Such clarity helps both teachers and students.

The framework also insists AI won’t displace hands-on learning. That means teachers don’t have to compete with bots. They can design activities where AI’s limitations become a teachable moment—for instance, comparing a chatbot’s historical summary against primary sources.

For IT and Windows Environments: Locking Down Generative AI

Windows-powered classrooms are the norm in Katy ISD and many districts, and they present a unique challenge. Generative AI isn’t just a website you can block with a URL filter. Microsoft Copilot is baked into Windows 11, Edge, and Office 365. Students might trigger it accidentally—or deliberately—without ever opening a browser.

IT administrators will need a layered defense. Group Policies and Microsoft Intune can disable Copilot in apps, restrict access to the Windows Copilot pane, and block Edge’s sidebar features. App whitelisting becomes critical: only district-approved AI tools should run, and everything else must be blocked. Even with those controls, IT must stay ahead of updates that might re-enable features or introduce new AI entry points.

Beyond the desktop, data privacy looms large. Every approved AI platform should undergo a documented review covering what student data it collects, whether it can be used for model training, how it handles deletion, and whether it complies with FERPA and state law. Parents deserve to know that an “approved” label isn’t just a rubber stamp—it reflects rigorous vetting.

Microsoft’s own AI features in Windows 11 Education editions will require careful configuration. Features like Reading Coach or the Copilot chat may be district-approved only if they meet privacy standards, but otherwise must be disabled. IT teams should plan to audit all existing software for AI components well before 2026, then configure devices accordingly. They should also prepare communication templates for families and staff about which tools are safe and how to spot unauthorized AI on school hardware.

The Path from Texas TEKS to Classroom AI

Katy ISD’s framework didn’t appear overnight. It builds on Texas’s revised K–8 Technology Applications TEKS, adopted in 2022 and rolled out in the 2024-25 school year. Those standards establish a progression of tech skills: keyboarding, digital citizenship, computational thinking, privacy awareness, and responsible tool use. AI literacy now slots into that continuum, rather than being treated as a shiny bolt-on.

The district’s measured approach reflects a larger shift. Two years ago, many schools reacted to generative AI by outright banning it. Then came a realization: bans don’t work when students carry AI-powered smartphones and find ways around filters. A structured, grade-based model like Katy ISD’s acknowledges reality—kids encounter AI everywhere—but channels that exposure through education.

Even screen time is being managed intentionally. The district’s tech allocation starts at 35 minutes per week in kindergarten and rises to 85 minutes by fifth grade, all aligned with curriculum, not passive consumption. The goal is competency, not constant screen time.

Steps to Take Before 2026-27

Parents: Start talking with your children now about what AI can and cannot do. When the district publishes its approved tool list, review it together. If you have concerns, join the parent AI advisory committee. At home, set clear boundaries around AI use for schoolwork, even on personal devices—modeling the same rules the district expects in class.

Teachers: Use the upcoming summer training to experiment with low-stakes AI activities. Begin drafting assignment policies that specify when AI is allowed and how to cite it. Collaborate with colleagues to build a shared vocabulary, so students hear consistent expectations across subjects.

IT administrators: Launch an inventory of all Windows endpoints and cloud services. Identify where generative AI features appear—Copilot in Windows, Edge, Office, Bing, third-party apps. Work with district leaders to define acceptable configuration settings, and test Group Policy or Intune profiles in a sandbox. Start planning for deployment well before the 2026 school year; last-minute blocking is a recipe for chaos.

Students: Familiarize yourself with the new grade-level rules now. If you’re in elementary school, know that chatbots aren’t part of your school toolkit yet. If you’re entering seventh or eighth grade, expect to learn how to use AI responsibly—and to prove you’ve done so by citing it. High schoolers will have more freedom, but only with permission. Treat AI as a thought partner, not a ghostwriter.

The framework is a blueprint, not a finished product. Between now and fall 2026, Katy ISD must finalize its approved tool list, complete privacy and security reviews, and deliver meaningful teacher training—not just a one-time course. The community will be watching for clear, enforceable standards around data use and academic integrity.

Other Texas districts will likely follow, especially those also implementing the Technology TEKS. As AI tools evolve, the framework itself will need annual revisions. For now, Katy ISD has drawn a sensible line: young students are protected from unguided AI, older students are taught to use it critically, and teachers remain at the center of learning.
